Once Cortana is installed, you can right-click on the taskbar and make sure to enable it on it. Do that, and then click on the Get button when Cortana is listed. It will prompt you to open Microsoft Store. That said if you cannot find Cortana on the computer, follow this link to install Cortana on Windows 10. The only reason it could be that I might have changed something in the system. Cortana was installed at the time of installing the 2004 update, but later it went missing. While it is strange but it happened to me. If Cortana is not available on your computer at all, then you can choose to install it.
Done that, try relaunching Cortana, and it should be working as expected. Select one of the above languages as default or preferred language.
